Pasco County clears path for more golf cart routes
Commissioners consolidated old rules to allow faster approval of cart access on rural roads and trails.

Pasco County commissioners voted 5-0 on Oct. 20 to simplify how the county opens roads to golf carts. The new resolution replaces eight separate measures that had been adopted between 1988 and the present. This change gives the board a direct method to designate additional routes for cart use in unincorporated areas.
County documents note that both residents and police requested clearer guidelines for carts, bicycles, and pedestrians. These issues have grown as new housing developments expand into rural zones where carts are now common, even in neighborhoods without golf courses. The updated rulebook aims to reduce confusion on these growing pathways.
The resolution applies to several specific communities across the county. These include Timber Oak in Bayonet Point, Betmar Acres Mobile Home Park in Zephyrhills, and Beacon Woods East in Hudson. It also covers the Connected City district in San Antonio and Wesley Chapel, Lake Padgett Estates in Land O’ Lakes, Longleaf in Trinity, Gulf Harbors in Port Richey, and Villages of Pasadena Hills.
New cart routes must meet specific physical standards. The paths must be paved multiuse trails at least 10 feet wide. They also must connect directly to a county road or state highway. The county retains the authority to approve any new path before it is opened to traffic.
Drivers must be at least 16 years old and hold a valid driver’s license or learner’s permit. Carts can operate after sunset if they have headlights, brake lights, turn signals, and a windshield. Every cart must also be equipped with a horn or another warning device. The county is required to publish a map showing exactly where golf carts are allowed to travel.
The board approved the measure without public discussion. The streamlined process will take effect immediately for future designations.
