The New York City Council’s sanitation committee will examine the city’s winter storm preparation and snow removal protocols on Monday. This review follows two severe storms this year that buried streets and sidewalks, with lingering cold temperatures keeping snow piles frozen for weeks.

The hearing will also address a bill requiring the Department of Sanitation to retain and publish snowplowing records on the PlowNYC website. Currently, the platform allows residents to view the most recent clearing time for their block but lacks historical data.

Councilmember Ty Hankerson, the bill’s primary sponsor, argued in a supporting memo that the legislation would provide greater transparency during and after snow events. He noted that plowing services are often a point of contention, with accusations that specific neighborhoods receive disproportionate attention.

“Snow plows are often a contentious issue, with accusations that certain parts of New York receive many more snow plows than others,” Hankerson wrote. “As the City navigates this issue, it must do so with all of the relevant data publicly available to everyone.”

Federal forecasters predict a warmer-than-average winter for New York City, partly due to El Niño, a weather pattern linked to warming Pacific Ocean waters. However, meteorologists have cautioned that a major snowstorm remains possible, making the review of city readiness urgent.

Last winter presented particular challenges for the city, bringing prolonged cold and heavy snowfall that strained municipal resources. The committee’s upcoming session aims to address these operational gaps before the next cold front arrives.
