The Department of Justice announced a coordinated enforcement action on Thursday to target a sprawling student aid fraud network known as Operation Ghostbusters. The initiative aims to dismantle organized groups that have exploited federal financial aid systems since 2021 using stolen identities and artificial intelligence.

The investigation began in April when federal agents started tracking suspicious patterns in financial aid applications. By October, prosecutors had identified more than 830,000 suspicious student accounts across the country. These fake profiles, or ghost students, were created using identities of Americans who had never enrolled in college.

Assistant Attorney General Colin McDonald told reporters at a Thursday news conference that the fraudsters used AI to complete applications and even coursework. In some cases, the groups paid individuals to attend online classes, making the phantom students appear active to university registrars. McDonald stated, "These are not isolated errors. This is organized fraud at scale."

The Department of Justice has confirmed at least $32 million in identified losses, though officials believe the total amount may be higher. After paying tuition and fees, the remaining aid was routed to bank accounts controlled by the scammers. A portion of these funds was transferred overseas, with Kenya identified as a primary destination. Investigators have already seized more than $750,000 in cryptocurrency linked to the network.

Five individuals have been charged in the ongoing probe, with indictments filed in Nebraska, New Jersey, and other states. The charges include theft of government money and aggravated identity theft. The crackdown currently spans more than 40 active cases across 26 FBI field offices, involving more than 20 U.S. attorneys’ offices nationwide.

In California, the scale of the infiltration is particularly stark. About one-third of community college applications submitted in 2024 were flagged as suspicious. Victims of the identity theft face potential credit damage and bills for loans tied to degrees they never earned.

McDonald warned that this is only the first phase of enforcement and that more arrests are expected. He said, "If you steal American identities, if you steal taxpayer dollars, if you exploit programs meant to help students build their future, we are resolved to find you and prosecute you." The Department of Justice continues its investigation to dismantle the international fraud ring.
