More than 2,000 registered sexual offenders and predators reside in Hillsborough County, according to data cited by local safety officials. With Halloween falling on a Saturday this year, authorities are urging Tampa Bay families to verify neighborhood safety before children go out for candy.

The current advisory combines guidance on traffic awareness with a review of local criminal records. Officials note that the weekend date may increase general vehicle traffic in residential areas. They recommend that parents use the Florida Department of Law Enforcement's Sexual Offender and Predator database. This tool allows users to search their home address to identify the locations of registered individuals nearby.

The timeline for these preparations begins immediately. Residents are encouraged to conduct these checks before Saturday night. The Florida Department of Law Enforcement maintains the database used for these searches. Local police departments are also monitoring for compliance with specific holiday restrictions.

Safety experts have outlined specific protocols for the evening. Dr. Alexa Ragusa, a pediatric emergency medicine physician at HCA Florida Osceola Hospital, noted that excitement often reduces a child's awareness of surroundings. She stated that her primary concern is a child stepping into the street unexpectedly after dark. Darkness and costumes can further obscure visibility for both children and drivers.

To mitigate these risks, Ragusa recommends adding reflective tape or stickers to costumes and candy bags. She also suggests that children carry flashlights or glow sticks. AAA recommends adult supervision for all children younger than 12. Drivers are advised to slow down, remove distractions, and check around their vehicles before reversing out of driveways.

Specific rules apply to individuals on probation. Sexual offenders currently on probation are prohibited from participating in Halloween activities. They may not hand out candy, display decorations, or leave porch lights on. A deputy can arrest a probationer for violating these restrictions. Ragusa also advised against using e-bikes and scooters on crowded sidewalks, stating that walking is the preferred option for that night.

For injuries, Ragusa directed parents to call 911 for difficulties breathing, loss of consciousness, severe trauma, or uncontrolled bleeding. She listed serious head injuries, suspected broken bones, deep cuts, significant burns, and severe allergic reactions as conditions warranting an emergency room visit. Parents should monitor children who fall from e-bikes, scooters, or golf carts for changes in behavior or increased sleepiness.
