Residents near 2577 Keystone Road can review a legal notice about a proposed land use and zoning change in the Tampa Bay Times, and the county has posted a sign on the property. The sign was posted April 16, 2026. Pinellas County says the sign cannot be removed until after the subject hearing.
Pinellas County has addressed questions about Land Development notices tied to the case. The Land Development Code sets access standards for properties with more than one frontage. Section 154-198 requires the primary access to come from the road of lesser designation.
County staff said the minimum 250-foot notification radius is a state requirement and can be expanded in the future. Legal notices for this matter run in the Tampa Bay Times. The county also said notices could appear on its website in addition to the newspaper.
Residents who are affected can appeal a decision to the Circuit Court, which is the route available beyond action by the County Commissioners.
Section 138-253(d) of the county code governs posting signs on land use cases. Signs must be at least 18 inches by 24 inches, with text that is clearly legible and in a contrasting color. The code places signs along public and private street frontages. For large-area cases involving multiple properties, signs may be posted at strategic locations but need not be placed on all affected properties.
County staff said a sign must be posted along a frontage so viewers do not have to trespass on a property to see it, and a sign cannot be posted inside a property. Staff also noted the code does not require a sign on every street frontage or on the addressed frontage.
