Foreign ministers from the G20 are meeting in Atlanta, Georgia, on October 30 and 31. The two-day session is chaired by U.S. Secretary of State Marco Rubio. The gathering takes place just weeks before the G20 leaders' summit in Miami in December, which President Donald Trump will host.

The arrival of Russian Foreign Minister Sergei Lavrov has complicated the diplomatic atmosphere. Western officials are debating whether sitting across from Moscow's top diplomat signals a return to normalcy while the war in Ukraine continues. The U.S. side wants to keep the forum focused on economic growth, energy security, and trade.

One logistical change reflects the tension. Organizers have decided against a single traditional group photograph for all participants. Some Western diplomats reportedly refused to stand next to Lavrov in an official picture. Officials told reporters that they were considering taking two separate photos: one that includes the Russian minister and one that does not.

German Foreign Minister Johann Wadephul said he would not avoid a photo with all participants because dialogue is part of his job. However, he stressed that there can be no normalcy with Moscow as long as the war continues.

The current split in Western policy marks a shift from earlier years. Nicholas Lokker, an adjunct fellow at the Center for a New American Security, noted that the U.S. and European allies were initially united in refusing to legitimize Moscow through normal diplomatic engagement. He said that consensus has since broken down.

Similar friction appeared at an August finance meeting in Asheville, North Carolina. European delegates objected after U.S. Treasury Secretary Scott Bessent met bilaterally with Russian Finance Minister Anton Siluanov. According to Lokker, European representatives insisted that Siluanov be excluded from that event's family photo.

Ukraine is not represented in Atlanta. Washington limited invitations to formal G20 members, leaving both Ukraine and South Africa off the guest list. Russian Foreign Ministry spokeswoman Maria Zakharova said visas for the Russian delegation were resolved only at the last minute. She suggested that not everyone in Washington is happy about Lavrov's participation.

Lavrov has stated he will use the meeting to push for reform of global economic institutions and a more multipolar world order. The State Department says the U.S. agenda aims to bring the G20 back to basics, focusing on deregulation, innovation, and critical minerals. The administration is also supporting Poland's bid to become a full member.

James Lamond, a senior fellow at the Center for European Policy Analysis, said the economic focus is welcome. However, he argued that discussions will likely be dominated by the wars in Ukraine and Iran. He noted that substantive negotiation is difficult without Ukraine present. U.S. officials have told regional allies to prepare for possible renewed military strikes against Iran after the November 3 midterm elections.
